Before and After

An extensive effort to reach out to Downtown property owners has resulted in eight façade
improvement projects in the first round which were completed in July 2013 and five façade improvement projects in the second round which were completed in December 2015.

Visual changes of buildings receiving CDBG Facade Grant:

  • 116 South Wayne Avenue
  • -South River Development Corporation(SRDC)/SRDC Offices & Apartment
    Completed Work (CDBG): fabric awning, copper cornice, facade restoration glass, sign lettering ($6,000).
    Matching Work By Owner: complete interior/exterior renovations approved for Virginia Historic Rehabilitation Tax Credit (HRTC) Program, new professional offices on first level, rebuilt apartment on second level ($144,000+).

  • 134 North Wayne Avenue
  • -Charles Garner/Old Paint Store & Apartments
    Completed Work (CDBG): complete window replacement including 6 windows on side elevation and 2 paired windows in front, lintel replacement, complete exterior painting, door repair, storefront/glass repairs ($5,772).
    Matching Work By Owner: new cash contribution on facade work ($15,561), complete rebuild of 2 upstairs apartments under separate contract (non-CDBG).

  • 137 North Wayne Avenue
  • -Donna Mae Rosen / Jakes Bar & Grille
    Completed Work (CDBG): new fabric awning, paint front facade, roof tiles, doors and trim, repair windows and replace storm windows, repair doors and install new hardware, provide new PVC lintel above windows ($7,500).
    Matching Work By Owner: new cash contribution on facade work ($3.603). previous expenditures on restaurant interior and upfits including captive-air hood, exhaust duct and fire system ($6,000).

  • 141 North Wayne Avenue
  • -Deborah Bancroft / Blue Ridge Baking Co.
    Completed Work (CDBG): new fabric awning, paint front facade, doors, cornice and trim, repair doors and provide new hardware. Clean brick and cast decorative elements, repair cracked lintels, repair leaded glass transom ($8,400).
    Matching Work By Owner: previous expenditures on new rooftop heat pumps ($15,000); new expenditures on replacement double-hung windows ($1,400).

  • 200-202 Arch Avenue
  • -Charles Garner/Graham Shoe Service
    Completed Work (CDBG): painting of exterior facade including front/side/rear elevation, fabric awnings ($4,525).

  • 219 Arch Avenue
  • -Doug Harris/Produce Stand
    Completed Work (CDBG): complete exterior painting, including four elevations, decorative banding, windows/trim, two sign frames and two chimneys ($8,130). Routed produce signs provided through CDBG sign grant.
    Matching Work By Owner: front porch addition, window repair/replacement, exterior masonry repairs & priming, interior wall repair and weatherization. ($8,200+).

    Completed Work (CDBG): brick re-pointing and repair, decorative painting of exterior facade including doors and windows, fabric awning ($7,500).
    Matching Work By Owner: replacement of all window sills, new garage rollup doors, rooftop solar collector system and circulating pump ($24,000+).

    Completed Work (CDBG): painting of all exterior brick, windows, shutters, doors, decorative cornice and trim, repairs to all windows, brick repointing, prime/paint metal roof, siding repair and band board flashing on addition, replace gable window and rear metal door ($9,298).
    Matching Work By Owner: new cash contribution on facade work ($18,499).

    Completed Work (CDBG): brick re-pointing and repair, decorative painting of exterior facade including front and side elevation, three fabric awnings ($7,000).
    Matching Work By Owner: repair brick mold and window frames, new garage rollup door, rooftop solar collector system and circulating pump ($24,000+).

    Completed Work (CDBG): brick re-pointing, cornice repair, complete exterior painting including 3 elevations and metal roof, shutter removal, fabric awning, gutters ($6,000).

    Completed Work (CDBG): brick re-pointing, cornice and parapet wall repair, complete exterior painting, bay window repair, entrance/threshold repairs, new shutters, rear stair repair, light fixtures ($7,500).

    Completed Work (CDBG): front facade included shutter removal and decorative painting; rear facade included new fiber-cement siding, new anodized aluminum storefront including double doors, sidelights and transom, new deck with metal guardrail and handrail, two light fixtures, window painting, downspouts and fabric awning ($10,150).
