Main Street Bridge Update
Work on the Main Street Bridge replacement has begun. The bridge will close on February 10, 2016 for 18-24 months. Detour signs are being placed this week and once the official traffic control signs have been positioned, the city will be adding “Business District” directional signs to guide visitors and citizens to the Main Street area.
All thru traffic will be directed to Broad Street at Rosser Ave / Main Street and Main St / Dupont Ave.

We are almost finished with the streetscape project!!! I want to personally thank you for your patience and support. I hope that you will agree that the final results are worth the hassle. Moreover, I expect that the improved aesthetics will attract more patrons to Downtown and help continue the upward trends in activity and investment that we have seen over the past three years! What is next? The contractor, Fielder’s Choice, will be finishing up most of the remaining details this week. Their work will include demoing and rebuilding a couple places where the concrete cracked, completing a few aspects of the irrigation and lighting systems, etc. However, there are a few more items that will need to wait for warmer weather, such as paving in the rear of the LL&B parking lot, placing sand in between the brick pavers… If you have any outstanding issues or observations of something that you feel has not been completed, please contact me ASAP. Finally, we will have a ribbon cutting in late March/early April to celebrate this accomplishment. I will follow up with an email as the details come into focus. WAYNESBORO-Work on the $9.3 million replacement of Waynesboro’s Main Street Bridge is not scheduled to start until 2016, but the Waynesboro City Council cleared a bureaucratic hurdle on the project Monday when it approved a resolution. The council passed a resolution approving the November 2012 location and design public hearing, where exhibits on the project were presented, and city residents had the opportunity to comment to city and VDOT officials. Waynesboro City Council was given a memo prior to Monday’s meeting and told that VDOT had completed significant design work on the project. The memo also explained that a resolution from council on the 2012 design hearing was needed for VDOT to proceed with right-of-way acquisition. When the 18 months of work is done, the new bridge will include a six-foot wide bicycle lane on both sides, 12-foot paved travel lanes and pedestrian access and the relocation of McElroy Street to the west. The Main Street Bridge was originally constructed over the South River in 1934. Both VDOT and the city say the bridge is being replaced because of its importance to the city, and because serious work needs to be done. Deputy Waynesboro City Manager Jim Shaw said the bridge’s declining condition has been noted during regular inspections of it. Engineer Keith Harrop, the designer of the bridge and the project manager for VDOT, said the belief is that “temporary repairs won’t keep up with the deterioration” of the current bridge. And he said traffic projections are that the cars crossing the bridge will incease to about 8,300 per day by 2037. When a traffic count was done in 2012, Harrop said 5,919 cars a day crossed the bridge. The city of Waynesboro is contributing a 2 percent match for the project. Harrop said the remainder of funding would come through VDOT’s six-year plan, with the bulk of the funds coming from bridge replacement funding. The expectation when the new bridge is complete is that it would have a useful life of 75 to 100 years, Harrop said. The new structure’s longer life will result in part from a better design and a higher grade of steel. Happy Belated Thanksgiving! The streetscape project will make progress on multiple fronts this week. We hope to mill and repave Wayne Avenue, finish installing the brick pavers in front of the LL&B building and the tree pits along Wayne, and finish the streetlights along the northern side of Main Street. We also hope to finish installing the curb and gutter and driveways along the south side of Main Street. Please note that we will close Wayne from Federal to Broad Street all day tomorrow, Wednesday the 4th to mill the street. The Main/ Wayne intersection will also be temporarily closed to thru-traffic as the milling machine works through the intersection. We will have the same scenario on Thursday the 5th if it does not rain too much. Otherwise, repaving Wayne will occur the following week. Fielder’s Choice Enterprises (FCE) hopes to have all of the north side of Main Street completed by the middle of next week. On Monday or Tuesday, FCE will begin the demo of the sidewalk on Wayne Avenue in front of the LL&B building. This work will start at the corner of Wayne and Federal and work its way up to Main Street, turn the corner and continue up the hill. We hope to follow right behind with the reconstruction of the curb and gutter and then the sidewalks. The good news is that there are fewer utilities to either work around and/or install… so hopefully the work will go even faster. Please note that the work on Wayne Avenue will necessitate a detour of the southbound traffic on Wayne. This detour will only be during working hours and hopefully will last less than 2 weeks. Finally, as stated before, the Wayne Theatre has begun its reconstruction work!!! They have made additional parking available in the lots behind their offices (i.e. the parking lots in the area between Church Street, Lumos Plaza, and Main Street). The section of West Main Street between Wayne Avenue and Church Street will be closed on Friday, October 18th for the installation of stormwater lines. The west-bound traffic will be detoured to Broad Street and the east-bound traffic will be detoured to Maple Avenue, except for local traffic. Eight months after renovations to Waynesboro’s Broad Street Bridge started, there’s an end in sight. City staff members expect work to be finished and the bridge to be reopened by the early part of November. “According to contract, our fixed completion date for the bridge is Nov. 5 and we’re on target to hit that date,” Deputy City Manager Jim Shaw said. “There’s some additional paving work that has to be done to tie in some of the bridge work to further up the street on Broad Street, so we’re projecting an opening date of on or about Nov. 12.” The project started in February, with an estimated $2.2 million in costs split between the City of Waynesboro and the Virginia Department of Transportation. When it was open, the 56-year-old bridge carried about 10,000 vehicles daily, but needed repairs with a deteriorating substructure, a cracked surface and rusty railings. For Broad Street business owners however, the opening can’t come soon enough. Construction has limited the number of drivers who pass by and cut down on sales. “We depended on drive by traffic a lot over the years,” said Pete McCoy, owner of McCoy’s Furniture, 100 East Broad Street. McCoy’s business is right next to the bridge, so renovations have taken their toll. “At this location, there’s a lot of traffic that drives by the store every day and taking that away from us has hurt considerably,” McCoy said. “The promotions that we’ve been running have been well received and we’re thankful people have come out and supported us. I have seen my third grade teacher and old classmates from elementary school, so that’s rewarding and we’re thankful. But certain things are out of your control and you can’t let that bother you. You can just come down here and hope for the best.” McCoy and his wife Rita have also been concerned over some drivers who ignore the multiple signs stating that the bridge is under repair. “They come up here at 60 miles an hour,” Rita McCoy said. “One guy came up on the bridge. [He] was actually yelling at the [construction] guys saying he was going across. People really need to start paying attention.” The issues with drivers haven’t reached the level where police need to be involved. Waynesboro Police Sgt. Brian Edwards said there hasn’t been any accidents at the bridge site or police officers called out to investigate any incidents. The McCoys said they’re just glad to see an end in sight and are looking forward to the bridge reopening. They added that all of the construction crews working on the bridge have been extremely cooperative, letting them know what’s going on. “I’m sure everyone concerned wants to get this done as soon as possible,” Pete McCoy said. “We’ve just been thankful we’ve been able to keep the doors open.” Source: News Virginian Posted on October 8, 2013 ·
Fielder’s Choice Enterprises (FCE) is starting to pick up speed with the streetscape project and things are really starting to look great!!! Sometimes it is hard to imagine how bad those sidewalks looked until they have been replaced… Second piece of good news is that the parking spaces along both blocks of North Wayne are open again! We will restripe these parking spaces towards the end of the project when we repave Wayne Avenue. Until then, please let your customers know that they can park there… Next, work has shifted to Main Street for the next several weeks. Once the Fall Foliage Festival is complete, we will shift part of the construction crew back to South Wayne to finish up the work in front of the LL&B building. Finally, we will be closing Main Street to vehicle traffic from Wayne Avenue to just in front of the Wayne Theatre for a single day during the week of October 14th. This is necessary to install a new stormwater line and the fire suppression waterline for the Wayne Theatre. I will let you know the exact day as we get closer. A second public meeting on downtown parking will be held on Tuesday, August 13th at 5:00 P.M. in the City Council Chambers, 503 West Main Street, Waynesboro. The meeting will be focus on a wide range of potential strategies and solutions to downtown parking issues. The City of Waynesboro announces the first of numerous events related to the U.S. Environmental Protected Agency funded Brownfields Redevelopment Planning Project for targeted revitalization areas in the City. It is a pivotal time in the City of Waynesboro. As part of the City’s ongoing effort to promote economic development and renewal in and around the downtown, the City has started its next phase of redevelopment planning. This phase includes environmental assessment activities utilizing funding the city received from the U.S. EPA. Now is the time to build upon all of the revitalization work performed to-date in the downtown. This project will review and update redevelopment goals for the study area, which includes the downtown and targeted adjacent areas, focusing on the City’s vacant or under-utilized properties and several of the larger post-industrial sites. In order to spur new public and private economic investment and foster revitalization efforts, the City has retained a project team of technical experts to prepare specific revitalization recommendations. The effort includes developing area-wide improvement recommendations as well as redevelopment-specific economic development projects and environmental remediation activities. The first of numerous public involvement activities and events will be held on June 18th, 2013 at 7:00 PM at the Charles T. Yancey Municipal Bldg., 503 West Main Street. This meeting will consistent of an introductory presentation by the project team and will include an overview of the work that will be performed over the duration of the project. The community will have an opportunity to ask questions and an introductory public engagement activity will be held to identify community opportunities and issues. The information gathered will be used to shape the project’s focus and future public engagement activities.
